(AWARD OF CONTRACT)
WHEREAS, the BASES CONVERSION AND DEVELOPMENT AUTHORITY (BCDA) has bid out
the Procurement of Cloud-based Procurement and Asset Monitoring System (PAMS)
with the Approved Budget for the Contract (ABC) of Two Million Pesos and 00/100 pesos
(Php2,000,000.00), inclusive of all applicable government taxes and fees;
WHEREAS, BCDA approved the inclusion of this project in the BCDA 2021 Annual
Procurement Plan. The Executive Vice President approved its procurement on 10
November 2021 with the above-stated budget, pursuant to the BCDA Manual of
Approvals;
WHEREAS, the Bids and Awards Committee for Goods (BAC-G), through its Secretariat,
advertised the Invitation to Bid on 27 November 2021 in the following:
a. DBM Philippine Government Electronic Procurement System (PhilGEPS);
b. BCDA Website; and
c. In a conspicuous place reserved for the purpose in the premises of BCDA.
WHEREAS, in response to the said advertisements, only one (1) proponent, MYBUSYBEE,
INC., submitted its bid before the deadline of submission on 20 December 2021 at 09:00
AM;
WHEREAS, during the Opening of Bids on 20 December 2021 at 10:00 AM, BAC-G received
and opened the bid from the above-mentioned bidder and noted the following:

taxes and fees. The Detailed Bid Evaluation Report is hereto attached as Annex “A;
WHEREAS, on 23-27 December 2021, the Technical Working Group of BAC-G (BAC-G TWG)
conducted post qualification of MYBUSYBEE, INC., to determine whether it complies with,
and is responsive to the requirements and conditions specified in the Bidding Documents;
WHEREAS, after the conduct of post-qualification, careful examination, validation, and
verification of all the eligibility, technical and financial documents submitted by
MYBUSYBEE, INC., BAC-G declared its bid proposal as Complying and Responsive. The Copy
of Post Qualification Report is hereto attached as Annex “B”;
NOW, THEREFORE, foregoing premises considered, we, the members of the BAC-G, hereby
RESOLVE, as it is hereby resolved, to recommend the following:
1. To declare MYBUSYBEE, INC as the bidder with the Single Calculated and
Responsive Bid for the Cloud-based Procurement and Asset Monitoring
System (PAMS);
2. To award the Contract for the Cloud-based Procurement and Asset Monitoring
System (PAMS) to MYBUSYBEE, INC with the total amount of One Million Eight
Hundred Ninety-Seven Thousand Pesos and 00/100 pesos (Php
1,897,000.00), inclusive of all applicable taxes and fees;
3. To issue the corresponding Notice of Award to MYBUSYBEE, INC.; and
4. To direct the Information and Communications Technology Department (ICTD),
being the end-user unit, to furnish the BAC-G copies of the duly conformed Notice
of Award and Notice to Proceed, and the duly executed agreement/contract.

I. Reference.
Pursuant to Section 32.2.1 of the Revised Implementing Rules and Regulations of Republic
Act No. 9184, the Technical Working Group (TWG) of the Bids and Awards Committee for
Goods (BAC-G) conducted a detailed evaluation of the submitted bid by first, determining
the eligibility of the participating bidders through their submitted documents and second,
determining the Single Calculated Bid considering both completeness of bid and
arithmetical correction of submitted financial bid.
II. Background
On 20 December 2021, BAC-G conducted the Opening of Bids for the Procurement of
Cloud-based Procurement and Asset Monitoring System (PAMS). One (1) bidder-
MYBUSYBEE INC., submitted a bidding proposal on the said procurement.
The eligibility and technical documents submitted by the sole bidder were opened to
determine its compliance with the requirement of the project. MYBUSYBEE INC. PASSED
all the required eligibility and technical components of this project, thus, their financial
proposal was opened and found to be within the approved budget for the contract set by
BCDA and was declared as “Eligible”.
III. Findings.
The Bid Documents of the sole bidder were further evaluated to determine the Single
Calculated Bid, as required in the RIRR of RA 9184.

IV. Recommendations.
Based on the conducted detailed evaluation on the technical documents and financial
proposal submitted by the eligible bidder, the Technical Working Group recommends the
following:
1. To declare MYBUSYBEE INC. as the Single Calculated Bidder (SCB) for the
Procurement of Cloud-based Procurement and Asset Monitoring System (PAMS)
with the financial proposal amounting to One Million Eight Hundred Ninety
Seven Thousand Pesos (Php 1,897,000.00), inclusive of VAT and all applicable
taxes and fees; and
2. To conduct post-qualification with MYBUSYBEE INC. pursuant to RIRR of RA
9184.

III. COMPLIANCE TO TECHNICAL REQUIREMENTS
Based on the submitted Technical Specifications Form, MYBUSYBEE INC. is
compliant to all BCDA requirements for the Procurement of Cloud-based
Procurement and Asset Monitoring System (PAMS).
Conduct of Office Visit (23 December 2021)
On December 23, 2021, the TWG conducted an Office visit at MyBusyBee’s
principal business address in Quezon City. The original eligibility and technical
documents were presented by a representative of MyBusyBee, Ms. Marie Elaine
Mullon. After validation of documents , the TWG finds the authenticity of the
documents, and all permits and licenses were valid during the conduct of post
qualification.
Ms. Mullon provided the TWG, certified copy of Contract/Purchase Order (PO),
Notice of Awards, and Notice to Proceed as proof for its all ongoing Government and
Private contracts. She also shared the list of contact persons and contact details for
further verification. The similar contract (SLCC) for this procurement was verified
through a phone call with JDM Techno Computer Center.
After careful verification of the documents submitted, the TWG finds MYBUSYBEE
INC. responsive and compliant with the technical specifications requirement for this
project.
IV. COMPLIANCE TO FINANCIAL REQUIREMENTS
The eligible bidders submitted a copy of their Audited Financial Statement for
the Year Ended December 31, 2020, stamped and received by the Bureau of
Internal Revenue (BIR) on 23-April-2021, which was verified during the conduct of
post qualification.

Quarterly Value-Added Tax Return (Form 2550-Q); and,
Quarterly Income Tax Return (Form 1702).
V.2 MYBUSYBEE, INC. submitted the supporting documents with regards to the key
personnel’s certification as stated on the Terms of Reference.
V.3 MYBUSYBEE, INC. is not “blacklisted” as verified in the list of “Blacklisted
Entities” in the GPPB’s website.

VI. FINDINGS AND RECOMMENDATION

The Eligible bidder-MYBUSYBEE, INC., is legally, technically, and financially
capable to undertake this procurement, Hence, the TWG recommends the
approval of the following:
1. To declare MYBUSYBEE, INC., as the Single Calculated and Responsive
Bidder (SCRB) for Procurement of Cloud-based Procurement and Asset
Monitoring System (PAMS);and
2. To award the contract to MYBUSYBEE, INC., with the amount of One Million
Eight Hundred Ninety Seven Thousand PESOS (Php1,897,000.00), inclusive of
VAT and all applicable taxes and fees for the Procurement of Cloud-based
Procurement and Asset Monitoring System (PAMS).
We submit herein the above evaluation and recommendation to the Committee
for consideration.
