SUMMARY OF INFORMATION:
At its March 5, 2020, meeting, the Forsyth County Board of Commissioners authorized an economic
development incentive agreement for the County to apply for State of North Carolina programs to aid
and encourage Durisol Ltd. to locate a noise barrier manufacturing plant in Forsyth County. The NC
Rural Infrastructure Authority met on April 16, 2020, and approved funding of $190,000 for the project
from the CDBG Building Reuse program, pending submission of a full application to the NC Department
of Commerce. This item fulfills the public hearing requirement for the application and authorizes
Forsyth County to submit the full application to the NC Department of Commerce.

RESOLUTION AUTHORIZING SUBMISSION OF AN APPLICATION TO THE
NORTH CAROLINA DEPARTMENT OF COMMERCE TO APPLY FOR AND
ACCEPT, IF AWARDED, COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
FUNDING FOR THE DURISOL LTD. PROJECT
WHEREAS the Forsyth County Board of Commissioners has previously indicated its
desire to assist in economic development efforts within the County;
WHEREAS the Board held two public hearings on May 21, 2020, and July 2, 2020,
concerning the proposed application for CDBG funding to support Durisol Ltd.;
WHEREAS the Board wishes Forsyth County to pursue a formal application for CDBG
funding to support Durisol Ltd., and will invest monies in the amount of $47,500 into the project
as committed to in the application; and
WHEREAS the Board certifies it will meet all federal regulatory and statutory
requirements of the Small Cities Community Development Block Grant Program;
NOW, THEREFORE, BE IT RESOLVED, that the Forsyth County Board of
Commissioners hereby authorizes the Chairman or the County Manager and Clerk to the Board
or their designees to submit a grant application to the North Carolina Department of Commerce,
and to execute, on behalf of Forsyth County, necessary documents to receive grant funds, if
awarded, for a Community Development Block Grant for Economic Development to support
Durisol Ltd., subject to a pre-audit certificate thereon by the County Chief Financial Officer, if
applicable, and approval as to form and legality by the County Attorney.

NOTICE OF PUBLIC HEARING
NOTICE is hereby given that the Board of Commissioners will hold a public hearing on Thursday, July 2,
2020. The public hearing will be conducted remotely, as allowed by the Board’s Remote Participation
Policy during this state of emergency.
There will be no meeting place where members of the public can be physically present. The Meeting will
be broadcast live at 2:00 p.m. on local cable channel WSTV 13-The Government Channel, http://winston-
salem.granicus.com/MediaPlayer.php?publish_id=29 and https://vimeo.com/forsythcountync.
The County plans to apply for a Fiscal Year 2019 Community Development Block Grant (CDBG) under
the Building Reuse program from the NC Department of Commerce. This is one of two public hearings
that are required under the CDBG requirements. At this second public hearing, staff will discuss the
planned economic development project associated with this forthcoming grant application. The CDBG
Building Reuse funds to be applied for will be used to help finance improvements to an existing, vacant
industrial building located near Rural Hall, NC. The building will be owned and occupied by Durisol
Ltd., a Canadian based corporation and will be used in the manufacturing of absorptive wall noise barrier
systems. The Company plans to invest approximately $4,500,000 in building and machinery and
equipment capital improvements and create 46 new full-time or full-time equivalent jobs with an average
annual wage of at least $43,000, plus benefits, over a five-year period. The County will be applying for a
grant of $190,000 to update the existing building.
